※Note※
Before you begin, write the exact resolution and the names of all debaters on
the blackboard. Check to see that judges are seated in different locations
and that all debaters and officials are ready. Consult the debaters for the
pronunciation of their names. Ask all persons present to be seated. Proceed.

I call this debate to order. I am pleased to welcome you to the ___ round of
the __________________________________________________.

The resolution before us today is (INSERT TOPIC HERE).

Seated on my right and representing the Affirmative Team are its first speaker
_______________ and its second speaker __________________.

Seated on my left and representing the Negative Team are its first speaker
_______________ and its second speaker __________________.

I would like to express a sincere welcome to our judges: _____________ ,
____________ , _____________ , _____________ , and _____________.

The timekeeper is _______________, and I, _______________ am your Moderator.

Each debater will deliver a 6 minute constructive speech, after which he or she
will be cross- examined for up to 3 minutes by an opponent. Each debater will
question an opponent for up to 3 minutes, and each has 3 minutes for a rebuttal.
If a question has been asked before the time limit expires, a short answer may be
given. Cross-examination commences immediately after a constructive speech has
ended: the examiner will not be reintroduced before questioning begins. Fifteen
seconds grace will be allowed for the constructive speeches. Would the Timekeeper
please explain the system for signaling time remaining to the debaters. (PAUSE)

To review the Rules briefly:
During cross-examination, debaters should treat one another with dignity and
respect. They are required to give witnesses a reasonable opportunity to answer
questions, though they may ask me to cut short witnesses who stall or answer at
unnecessary length. While being cross-examined, debaters shall give direct, honest
answers. They must not evade questions put to them but they may impose reasonable
qualifications on their answers. The only question they can ask is for clarifica-
tion of a confusing query, and they may not refuse to answer a question, even if
it appears irrelevant. I will not entertain any objections other than those noted
above. No heckling or other interjections are in order. Are there any questions
regarding the Rules of Debate?
